Qualifying criteria — only include entries that meet ALL of these:
- Concrete action — a statement, legal move, regulatory step, policy action, or credible report of one. Not analysis or opinion pieces.
- Repeatable instrument — maps to: tariffs, asset/revenue control, basing pressure, legal routing, permission gates, maritime enforcement, or sanctions corridors.
- Primary or tier-1 source — government sites, court records, regulators, NATO, EU institutions, WEF transcripts, or Reuters/AP/BBC as pointers to those records.
- Not already in the file — check existing entries before adding.
Two-layer writing rule (non-negotiable)
Every entry must have:
- Reporting: What the source says. Factual, neutral, no editorialising.
- Interpretation: One sentence only. Name the mechanism (e.g. "tariffs as alignment enforcement", "custodianship of sovereign revenue", "maritime corridor gate"). No conspiracy framing. No moral claims.
