Qualifying criteria — only include entries that meet ALL of these:
- Concrete action — a bill, statutory instrument, court ruling, guidance note, enforcement decision, regulatory step, or credible report of one. Not opinion or analysis.
- Repeatable instrument — maps to: protest conditions, surveillance powers, legal aid restrictions, courtroom procedure, emergency framing, platform duties, compliance gates, or benefit sanctions.
- UK-focused — primary jurisdiction is England and Wales, Scotland, or Northern Ireland. International comparators only if they directly feed UK policy.
- Primary or tier-1 source — legislation.gov.uk, Parliament, courts, regulators (Ofcom, ICO, IOPC), government departments, or Reuters/BBC/Guardian as pointers to those records.
- Not already in the file — check existing entries before adding.
Two-layer writing rule (non-negotiable)
Every entry must have:
- Reporting: What the source says. Factual, neutral, no editorialising.
- Interpretation: One sentence only. Name the mechanism (e.g. "bail as pre-conviction control", "emergency framing expanding enforcement perimeter", "platform duty as speech gate"). No conspiracy framing. No moral claims.
